Restricted Read and Admins are the only ones without this restriction. Fixed has the restriction if it's not an Admin user.

Remedy allows a read restrict user to login from a number of clients in parallel at a time. Since you need this from web, you can pass this readrestrict user name and password to the midtier servlet using the form url. A read restrict user can submit and view tickets with out any fixed or floating license.
