Thats probably because you are an Administrator user. Admin users do not get that warning..

Remedy allows a read restrict user to login from a number of clients in parallel at a time. Since you need this from web, you can pass this readrestrict user name and password to the midtier servlet using the form url. A read restrict user can submit and view tickets with out any fixed or floating license.
