Thats probably because you are an Administrator user. Admin users do not get 
that warning..

Alternatively, you might be able to give this user a Fixed license.  I don't 
recall having issues logging in from multiple locations with a fixed license.

You can create a user account and assign read restrict user license to it.
Remedy allows a read restrict user to login from a number of clients in 
parallel at a time.
Since you need this from web, you can pass this readrestrict user name and 
password to the midtier servlet using the form url.
A read restrict user can submit and view tickets with out any fixed or floating 
license.
I guess you can not have submitter mode locked if you want to use read restrict 
user like this.
