I think I may have found the problem, but I don't remember how to fix it

If I launch the arplugin from the DOS I get a JVM.dll missing error. But 
it is there in the java\bin\client folder.
If I set the path when in DOS I do see 
D:\Program Files\CAC AR System>arplugin -m

Loaded Web Services plugin properly

So I am now guessing I need to add this to my system PATH... just don't 
remember how...

** My bad - no your ar.cfg file is correct - webservice.dll is needed and 
no alias...

Based upon your other messages about no logfile being created - my base 
gut check is directory permissions then... if your remedy service is a 
'run as' service account - the file / directory permissions could be 
wacked...

One "command level try" is to comment out the arplugin.exe from armonitor 
- restart armonitor (remedy service) and then from command line try to 
startup the plugin server to check for console messages, etc.

The Plugin logs don't even get written. So absolutely nothing. This is a 
new installation so no other webservice.dll anywhere else.

No we do not have that in our ar.conf.  Never saw that one before.  Is 
that required for 7.0.01?

the plugin service is running... It would be suggested that you "check 
them all" to ensure that one is not hanging up the others...

does the ar.crg file have:
Server-Plugin-Alias: ARSYS.ARF.WEBSERVICE ARSYS.ARF.WEBSERVICE 
<Servername>:<Portnumber>

Are there stray copies of WebService.dll laying around?

For my 7.5+ systems there is not any entry as "Plugin: WebService.dll" in 
the config file - just the alias as mentioned above...

Lastly - what does the plugin server log show?

The WebService.dll is there at the same location as all the other dll and 
with the executable files.
It is also in the conf file under:

Plugin: WebService.dll

If I look at my tasks running on the server, arplugin is there in also 
showed as being started in the armonitor.log. (as below)
