That is not hard to figure. Who can blame him. Minimize cash out, 
maximize cash in. Its the council to blame because they are the ones 
minding the store. Fishman walks away with $200 mil with a $10 mil 
investment. More money could be made actually doing the building, but 
that's not his game.
