Red Bank probably has the most successful business district; it seems
to be built on high rent office space providing a captive market,
which is then wined and dined foremost, secondly provided additional
goods and services in a declining hierarchy of need,  their marketing
plan appears simple enough, be open at pretty much the same time every
day.  

Asbury has 2 primary employers, the city and state, the limited
residential tenants in proximity to the retailers tend to be
artsy-craftsy types who work locally but have little disposable income.  

To succeed Asbury will have to reach a critical mass of residents and
day-trippers, seeking out something not found in adjacent towns; how
we get there without adequate parking, regular hours and an overall
message that Asbury Park is more than "coming soon to a neighborhood
near you" is the question.
