unless the law has changed, im not sure you are correct on this , it 
use to be if you withdrew from the shp you could not get back in for 
3 years,the bd. was in the shp in the 80s withdrew and if they are 
back in it, well i guess i answered my question, but again maybe the 
laws have changed.  secondly are you saying the shp will not have an 
increase in the future, i find that hard to believe, especially 
considering the budget mess in trenton, when that increase is 
factored in perhaps there would of been a savings by switching. thank
