The 5th Avenue Pavilion was to the first one RESTORED -- that was to
have already been finished years ago. It is the easiest (we know its
original design) most cost effective (would make huge a impact) project.

They are still diddling with it after years of knowing what the Plan
requires. Has everyone forgotten the prior promises/deadlines?

Just a case in point.
