I totally get what your saying about starting with Cookman and working
outwards, however, I feel that wouldve turned into a debacle. Could you imagine
the confusion, the city can't roll any plan out in a well executed manner, no
way they couldve pulled that off, another council, different city mgr, I could
see it working
