I've seen both lists you refer to but that doesn't really address the questions:

1. Is Tie::DBI used *purely* for MySQL logging?

2. Is there a list somewhere that explains what features use which Perl 
packages?
What you have pointed out is a listed of installed/missing packages and related 
features that are available/not available.  I'm really looking for the 
cross-reference so I know what I have to have for each of the available 
features.

e.g. Tie::DBI isn't mentioned in either of the locations you pointed out so 
does that mean ASSP will run but with Feature X missing?  I have no way of 
knowing for sure the impact of a missing package.  I can in this case infer 
that it's related to Tie::RDBM but I don't like to assume anything.
