My choice so far has been with CentOS for server base, but I run Ubuntu
on my laptop so yum or apt, I have no trouble with either.

Both are extremley flexible.
If you wanted something with more packages however, Ubuntu has really
gained a large crowd and is being well supported for many things.
All in all though, your building a phone system not a desktop. Figure
out which one your more comfortable in.
There are more hardcore views and points to take into consideration
based on the multitude of requirements scenarios, however I hope this
aids you.
