In the original note that I replied to, he said "There are 4 FXO lines from AT&T". Unless AT& T is doing something strange, he needs an FXS line from AT&T and provides an FXO port on his end. The FXS line provides dial tone & ringing and responds to touch tone and loop signalling. The FXO device (phone, PBX etc.) responds to ringing and provides touch tone and loop signalling. The exception would be when ground start is used instead of the usual loop start. Ground start allows signalling in both directions.
