I do not agree that PaceDuplicateIDs was primarily designed to address the DOS-attack scenario, or even pretends to ameliorate that situation. I think it primarily exists to support a bunch of scenarios where, for different reasons, people wanted to be able to generate feeds where entries might appear more than once.
I think the WG basically decided to punt on the DOS scenario. -Tim
