That tablet from Bitlab seems to use micro channel fluidics, kind of like the Phorm case for iPads that pump liquid to points on a surface, at least thats what some articles say. I think another approach could be to use micro artificial muscles, I came across this video with voice over that describes and demonstrates how to build an artifical muscle using PVC gel sandwiched between a stainless steel mesh and what seems to be aluminum foil as a cathode and electrode. When a current is applied the PVC Gel expands into the mesh holes, acting as an actuator. Because of how simple the design is you could probably scale it down and tailor them for each braille dot, then just stack them together on a surface and put a thin rubber layer on top, controller circuits not withstanding.
