To Test Jeremy's last statement I created an organisation, added domain to
the Organisation and then added  a regular user and the user does indeed
appear.
However when repeating the process with a domain admin or admin it does not.

I then tested by adding a regular user to my other Orgs/domains and they
too appear.

So it does not seem to matter in what order the org/domain/account is
created just that admins and domain admins do not show under
Organisations/domains.
