Heres how mine works:

 

In the domain admin properties, it shows that the appropriate organization is 
listed.

 

In the domain properties, it shows that the organization is the owner.

 

In the organization properties, it shows that the organization admin is the 
domain admin.

 

However, if you go back to where it lists the domains/organizations and click 
on the accounts icon, it comes back black with 'No accounts found'

Guys,

I played with this few weeks ago, this is how it's working:

the main baruwa admin won't see simple users list, however the domain admin 
will see them once he logs in to the portal.

Now... in relation to adding more domain admins and assign them to an already 
present organisation, it is possible but you have to edit it in the properties 
of the organisation, it was hidden somewhere I do not remember at this moment.

Hopefully, once I build one server for lab I will try to put the path here...

I too only need admins or domain admins so am not really too fussed but I 
suspect this is a bug?

To Test Jeremy's last statement I created an organisation, added domain to the 
Organisation and then added  a regular user and the user does indeed appear.

However when repeating the process with a domain admin or admin it does not.

 

I then tested by adding a regular user to my other Orgs/domains and they too 
appear.

 

So it does not seem to matter in what order the org/domain/account is created 
just that admins and domain admins do not show under Organisations/domains.
