That's the problem, the user acocunt isn't listed.

        Guys,

        I played with this few weeks ago, this is how it's working:

        the main baruwa admin won't see simple users list, however the domain 
admin will see them once he logs in to the portal.

        Now... in relation to adding more domain admins and assign them to an 
already present organisation, it is possible but you have to edit it in the 
properties of the organisation, it was hidden somewhere I do not remember at 
this moment.

        Hopefully, once I build one server for lab I will try to put the path 
here...

        I too only need admins or domain admins so am not really too fussed but 
I suspect this is a bug?

        To Test Jeremy's last statement I created an organisation, added domain 
to the Organisation and then added  a regular user and the user does indeed 
appear.

        However when repeating the process with a domain admin or admin it does 
not.

         

        I then tested by adding a regular user to my other Orgs/domains and 
they too appear.

         

        So it does not seem to matter in what order the org/domain/account is 
created just that admins and domain admins do not show under 
Organisations/domains.
