With my setup, only Domain admin shows up for addition to an organization. If I create another Administrator or regular user, those do not show up as available to add to an organization.

However when repeating the process with a domain admin or admin it does not. I then tested by adding a regular user to my other Orgs/domains and they too appear. So it does not seem to matter in what order the org/domain/account is created just that admins and domain admins do not show under Organisations/domains.
