Running out of ideas, I tried upgrading ActiveState Perl to the latest version. I just upgraded from ActivePerl-5.8.8.819-MSWin32-x86-267479.msi to ActivePerl-5.8.8.820-MSWin32-x86-274739.msi, and now when I run the web UI in Internet Explorer, it crashes perl.exe.
