This is definitely a skill game, though it depends somewhat on the track. New players THINK this is a chance game because they haven't figured out how to manage the risks (things like intentionally overshooting turns and how to block). Tracks where the blue die is used excessively tend to be a bit more chancey. Chance is also a lot more pronounced in 1-lap races. 3 lap races are long, but are an excellent test of player skill and really require you to know the track you are playing.
