Since most blind people have fingers, voice input isn't really necessary.
Voice input is more for people who have paralysis or issues with
dexterity.
As far as screen readers being clunky, this is true for some situations,
but notthe for the one you mentioned, having to navigate through all the
links at the top of a page. Most screen readers have many navigation
functions that allow you to quickly and easily navigate a page, including
jumping over that first, usually a frame, to get to the body of the page.
A voice input system won't change that for you. You will still need a
screen reader to get information out of the system. Speech to text is
merely for putting information into the system. So, you would still have
to learn to navigate a web page even if you were using a voice input
system.
