Almost, but not quite. The best way is to measure your FG, wait a day or
three, and measure again. If there is no change, it is done.

Don't worry. You may be getting a sronger beer, (say, if you were aiming
at 7%, you may get 9% - proper and correct for an abbey ale). You also
get more taste.

It is not too late to add that water now, if you are afraid of too
potent ale. Rake the beer over to a secondary fermenter (leave all the
bottom stuff behind), add water, and let it sit for a few days. You can
even bottle half of it, add water to the other half, and bottle that,
and you end up with two different beers. A good experiment for anyone to
try somewhere in the beginning of their brewing career.
