I think the important point is that these things DON'T have to be installed. If you think they *have to be installed* you are assuming a completely different boating lifestyle than many of us are used to, or indeed expect. A £5 per night mooring fee to pay off the capital cost of providing electricity is not good value for those who don't want it and won't use it. Whilst electric hook-up moorings might not be funded out of general licence fees, they appear to be funded, to a large extent, by boaters who don't have and don't want electric hook-up. In Llangollen, boaters who don't need/don't want mains electricity have no choice but to pay because there are no moorings available without this facility!
