Oh, I love this!  How could it be enforced?

Electricity is in effect fungible, so there is no way of telling
whether the bit of it you are using now to turn your motor is a bit
that was generated by you or a bit you took in at a shore connection. 
Actually, I asked HMRC this whole question a few months ago, and in
effect it said "Hmm".  I got the impression it didn't much care, but I
could have been wrong.
