As it was explained to me everyone has a right to vote. If you are of no fixed abode but you have some sort of "attachment" to an address, e.g. where your post goes, you can apply to the council to be registered there. This is what my wife and I did and we are registered, quite legally, at our daughter's address.
Sadly, suffering from to many birthdays, I cannot remember to fully the details but a phone call to the Electoral Registration Department of your council of choice should put you in the picture. There may be other benefits. Richard Tanner NB smug
