All CCIE R&S candidates. I recently attempted the R&S v4 lab. It was my first attempt and yes I didn't pass. However, I believe the lab to be very passable. I did not seem limited on time, just limited on my experience with the obscure rarely used commands and the ability to quickly find them in the docs. Also to be completely honest, I needed to improve my speed on the basic configurations and attention to detail to give me more time for the real CCIE stuff. The troubleshooting section seemed very straight forward and didn't seem constrained on time. I believe a well prepared CCIE candidate should not have a problem with the troubleshooting section. Especially, someone who's been working and troubleshooting routing problems for a couple of years. Bottom line don't get discouraged. My plan for my second attempt is to get more 300 hours of more lab time and more experience finding stuff in the docs; then give it another attempt.

If you are more into R&S in an enterprise network then go R&S.
