The permanent solution is maddeningly simple.

Teach future generations of Americans tolerance and racial equality. As 
these people graduate and begin to move through the rankings in the business 
world, institutional racism slowly fades away.

Here's a problem that TW has adressed, and I've yet to see a good answer for 
it:

As these future business men and women begin to enroll in their 
universities, how do begin to instruct them in the area of racial equality 
by saying that certain racial groups will be given special preference during 
the admissions process?
