It only has to be more complex if you are constrained by the delivery mechanism to take more then basic precautions against detection or if the delivery mechanism limits the quantity. Palestinian suicide bombers work in an environment that is much more hostile to them then it is for a terrorist in the US. For example, the Oklahoma bombing used about 1500 kg of fertilizer. There is no way you can put that much in your backpack and get on the subway. In fact, fertilizer based explosives are not very suited for that environment at all because they smell too strongly. But they are perfect to just load a few tonnes on a pleasure craft and run it into the foundation of the Golden Gate bridge or the locks on the Great Lakes.
