The trick is that someone will go in front of congress and say, "Well, if you don't give me the (gobs of) money, and someone does pull off a missile attack, even if it is just one missile, it's your fault." Congress will cave. No questions like, "Well, why can't we do a better job of gathering intelligence?" or "is there a cheaper, more effective way to do this?"
Of course, if we are never attacked, well... How much money is spent on the military every year and for what? Half-baked wars that are not even real wars. Ugh.
