There's something called a clawback, where the corporation has to refund part 
of the tax and asset incentives if it doesn't stay for a certain amount of 
time. They instituted them around here after getting burned by Philips 
Semiconductor. And yes, there are of course other corporations that are not 
good neighbors -- Walmart is just a particualrly egregious example, and offers 
such bad employment anyway that you ave to wonder why governments bother.
