I think that what you are persistently missing is that human capital is in fact 
capital. You can refuse to maintain it, sure... but it's a bit small-minded. I 
can decide that I don't think I should have to put oil in my car -- why should 
I? But in the long run I will pay more that way if I want to have a tool that 
transports me. 

If a city/state/country wants a competitive workforce, it will occasionally 
have to do some maintenance and upgrading. Or on the other hand it can be 
Mexico and bleed possibly productive citizens to better opportunities 
elsewhere. 

But we have had this conversation before and you refuse to enter the 19th 
century... hard to know what to say.
