But they are the same. Mostly. Your average Chinaman and your average Arab both want a BMW and a 4 bedroom home. The rulers, too, are the same: they want to rule without challenge AND dictate what the people would or should have. Here's the difference: in China the Chinese blame the government for not having the BMW. In the Middle East most Arabs blame America because they see America as meddling in their affairs and manipulating or out-and-out propping up governments. Radicals exploit this feeling to recruit suicide bombers to get rid of America, but, if they succeed, they'll quickly push the volunteers out of the way, grab power, and subjugate the people.
