They mean that scout behaving as a homosexual outside of the pack meeting, meaning *ever*, and therefore meaning "if you're a gay person, you can't be a scout." I am saying that those organizations have a right to exclude *that behavior* from their groups just as I would have a right to create a group that excluded heterosexual relationships or any romantic relationships.
