Just to throw this out there, here's how management prevents unions in
my experience (but I ain't no expert, so correct me) --

Let's say I'm the CEO, TheGriefer is my COO, and Judah, Scott, and
Robert are workers.

One day TheGriefer mentions that he overheard Robert singing the
praises of unions to Judah and Scott over lunch.

Well, Chuck and I agree that we there ain't gonna be no unions, no
how. Chuck has a plan:

(1.) He's going to remind Robert that he can't organize on company
property or on company time.

(2.) Chuck's going to pull Scott and Judah into his office at separate
times and give them a little "appreciation" award. Say, a $100 gift
card to Target.

(3.) Chuck's going to "re-organize" job duties and institute a new
performance program tailored to beat the crap out of Robert, but to
favor Judah and Scott.

(4.) Chuck's going to thoroughly document performance on a weekly or
daily basis. Wow, Robert's not cutting it. He's going to have to be
put on a performance improvement plan.

(5.) Chuck's going to design "career path plans" for Judah and Scott
and show how their performance has improve over the last 9 months.
Sadly, Robert had to be let go.

In other words, management can lobby employees NOT to unionize all of
the time but Robert can't. If the union movement is catching momentum
management can delay or force secret ballot elections when it knows it
can win.

Thus, as I understand it, the reason unions want Card Check is give
more control and instant approval - once you get a majority of
signatures you've got a union. That's not true today.

And, frankly, one of the reasons this probably won't become law is
because lots of big Dem donors don't want it, not to mention
Republicans are against it.

Personally I'm indifferent.
