First off in Virginia you are required to buy car insurance, or pay a hefty fee to ensure coverage. Another point, government mandated and publicly owned car insurance seems to work very well in several Canadian provinces. Those provinces with government run car insurance have significantly lower rates than anywhere else in North America.
