The 3/5 rule never said that a slave was 3/5 of a person. It only said that 3/5 of the population could be counted for representation. While that in itself still sucks, the whole institution of slavery sucked even worse. There are some interesting debates on slavery. The South wanted to count the population as whole for representation reasons but wanted to count them as "tools" instead of people for other reasons. I believe it was Benjamin Franklin, though I may be wrong, who said that everyone in the North could then use their hammers, saws, etc, in order to determine representation.
