Yep, I think NCLB is a huge fucking waste or time, resources and money
- and - surprise, surprise, did not fix the problem (I think it
actually made it worse).

I agree. My point was, its stupid to just throw money at the problem
without any reforms. Without reforms, we are just throwing good money
after bad.
