Truth be told, I really expect that the death toll was higher under Saddam. But it's always Bush's fault. When the death toll of innocents hits some high number, who's doorstep will the blame be laid at. Not Qadafi. He's the Saddam of this story. Who's the Bush? Who gets to burn?
