That's the tethered relay system I was talking about.  Basically you can
have a series of these spinning satellites that can fling the payload
higher and higher.  The extension is actually setting up relays at the
LaGrange points and the moon - that way we could cheaply (if slowly)
pass material to and from the moon (and the future space stations
located at the LaGrange points).
