It depends... "time solves all problems" doesn't determine the amount of
time needed of course.

Many historical problems have a history of small periods of heavy
activity followed by long periods of social adjustment and acceptance.
These period aren't "quiet" but rather display a slow curve of lessoning
tensions with occasional flare ups.

The trigger is often elusive however.  In some cases a major distraction
(epidemic disease, natural disaster, etc) causes these periods of quiet,
in others it's a point of law being overturned and in others it's a
societal pressure (education, unionization, technological advancement,
etc).

The equal rights movement is in such a lull now.  The period of high
activity (getting unconstitutional laws overturned) is now being
following by a comparative period of quiet acceptance.

You can draw similar pictures with the fall of empires (the British and
the Roman for example), the introduction of religions, the creation of
governments, etc.

Eventually societies either tire of conflict, whether it's internal or
external.  Of course new conflicts are constantly arising to take the
place of old.
