I'm using sourcesafe here myself for source control, admittedly though I'm not using the labelling and versioning features. They are a bit bizarre in SourceSafe.
I honestly use the source control that studio uses in a project. AFAIK, it checks out the file to the actual location on the server. So you can test it as if it's live on the dev server I think... Try testing VSS with a cf project.
