Development license of SQL Server is ~$500.  
 You can only install the 'client' on Windows 95 / 98 / ME, though.
So, you'll need NT / 2000 to set up a local server for development 
purposes.  
 (SQL Server 7 would set up a server on 95 / 98 / ME)
