Here in Virginia we get antique plates and no longer need to get an annual inspection. As long as you are not driving the car more than 600 miles a year. The plates are a one time fee and never expire. They have no way of knowing how many miles you drive. My neighbor across the street he has classic plates on his 72 elky SS because he drives it daily got an inspection sticker.
