Actually, from my observation, it is not the problem that it doesn't open  
link with
Chrome / Chromium. If you check back the "What happens instead?" part of  
this issue
sent by me, I actually described that "chrome.exe" did appears in Task  
Manager. And
the status bar actually temporarily show up a while then disappear, the  
reason for
the disappearance of the status bar may be due to the finish loading of the  
page.

This strange behaviour looks more like that chrome cannot draw the window  
and the
content webpage successfully (except the status bar).

I recently discovered another behaviour. When I first click the link, no  
window
appears but chrome.exe is already launched, so when I click the link AGAIN,  
the
chrome window will appear with two tabs in it, so let me list the steps.
1) Chrome / Chromium is set as the default browser
2) Ensure that there are no any chrome window opening, no chrome.exe running
3) Open a live messenger conversation window, with a hyperlink in the chat  
history
(submit one if you dun have)
4) Click on the link
5) Chrome.exe is launched, status bar temporarily appear due to page  
loading, but no
chrome window appears (Step 1 to 5 is actually the issue I submitted here)
6) Go back to the conversation window, click on the same hyperlink or  
another
hyperlink in the conversation window
7) Chrome window appears, with two tabs, one tab is the one launched in  
step 4,
another one is the link in step 6.

Note that when step 1, if there are chrome window showing on the desktop,  
problems in
step 5 cannot be reproduced.

As I discovered this behaviour, it can actually be a temporarily solution  
for me to
use chrome as the default browser, just by clicking the link two times when  
there is
no chrome running.
I understand that it is difficult for you to fix a problem that could not be
reproduced, as this bug is no longer preventing me to use chrome as the  
default
browser, you may consider this as a less urgent bug fix.
