No. We currently don't have plans to allow you to hide BrowserAction icons.

If you have an action that only shows up on some pages, you should use page
actions, which support showing and hiding your icon at will.
For actions that show on most/all pages, you should use a browser action
and, if needed, gray out the icon or something to indicate that the action
is not enabled.
