Presumably because you can translate nearly every webpage, so a page
action isn't that appropriate.

I think v1c1ous has a good point -- I'd never considered extensions
which might or might not need a single button, depending on user
preference. I think it's a fair feature requests for browser actions
to be hideable.

Also, v1c1ous, another -- admittedly less elegant -- way to do this is
to build two extensions: one that uses keyboard shortcuts, and one
that uses the button.
