Exactly, not always is a need for functionality by having a visible
icon in the Toolbar, each user has their preferences when using an
extension, I can not decide for them they like it or not, it must give
the possibility of using only a keyboard shortcut or icon in the
Toolbar or both.

I have in mind that, but I'm hoping that reconcidere having a function
in the API to show/remove dynamically the BrowserAction Icon in
Toolbar.
I really do not like to resort to an less elegant solution so as you
say.
