I would check these things:

-project video size
open "Settings->Format" (or Shift-F) and check that the video
width/height matches PAL (or use the PAL Preset).  Make sure
interlacing is marked as progressive.

-track video size
On your HD video track right-click and select "Resize track".  It
needs to match your actual HD video size, so 1024x768 in your case.
This unfortunately defaults to the project size in my case, so this
might be your problem.

-translate effect settings
You need to translate both the size (width/height) and the location
onscreen.  The "InX" and "InY" settings should 0.  The "OutX" and
"OutY" settings need to place the final image in the center of the HD
resolution.  You can either just adjust these settings until it looks
right in the compositor, or use this formula to figure the right
numbers.
OutX = (InW - OutW) / 2
OutY = (InH - OutH) / 2


You do not need to adjust the camera or projector automation at all.

There are many render formats that cinelerra can read back, I would
probably stick with mpeg2 (which unfortunately in cinelerra means you

But again, why do you want to do this? If you are just going to load
the 720p file back into cinelerra, why not just use the 1080i file
directly instead?
