On one hand, you wouldn't really want to hire people without any experience, unless you need a young cheap helpdesk person you can train from scratch.
On the other hand, if someone can pass a CCIE LAB without any experience, that person has proved excellent skills in understanding the material, and you would know that you could train that person to do anything in a short time. If you have a person that can pass anything with the same difficulty level as a CCIE LAB, without having any experience, you know that the person has a very high flair for that material, and after a few years he/she will have some experience added, and will be great to have as an employee. As for the question about pay - I have no idea... sorry. Just my 00000010 cents.
