It seems to be common these days to use that abbreviation to mean that the individual has taken, and passed, the Written exam, but not yet challenged/passed the Lab.
As for me, personally, when I get to that point, I do not plan on advertising it in this manner. If it comes up in an interview question, I would answer it.
