Perhaps you're thinking of the "Rutgers Paper" by Hedrick.  Cisco 
made legal incantations that IGRP was proprietary and they would not 
allow detailed descriptions to be published, but, hypothetically 
speaking, if one were to be published, it would be identical to the 
Rutgers Paper. Cisco's position was sort of "Rutgers Paper? We don't 
see any Rutgers Paper."
